Italy already has a large Filipino community, and employers keep recruiting in the Philippines for health care, technical and English-speaking support roles. The route depends on qualification and salary.
Nurses and health professionals
Regulated professions need recognition of the qualification in Italy (D.Lgs. 206/2007), which also opens the Blue Card. Recognition timing [confirm with the Ministry of Health].
IT and engineering
Graduates or ICT specialists with three years of experience: Blue Card if the salary reaches the threshold.
Other roles

Family
Spouse and children can follow under family reunification, with income and housing conditions. Blue Card holders can apply whatever the length of their permit.
