Building a Relocation Package for Italy: Housing, Fringe Benefits and Meal Vouchers
Last modified on November 5, 2026 • 5 min read • 940 wordsA good relocation package does two things: it makes the move financially manageable in the first months, and it uses the Italian rules so that more of what the company spends reaches the employee. Here is what works in Italy in 2026.
One-off support for the move
Common items:
- flights for the employee and family;
- temporary accommodation for the first weeks;
- shipping of personal goods;
- visa and document costs: our case fee is €2,500, plus consular fees, translations and apostilles;
- a settling-in allowance for furniture and deposits.
How each item is treated for tax depends on how it is paid: reimbursed against receipts, paid directly by the employer, or as a cash allowance. Reimbursements of documented relocation costs and allowances follow different rules. We structure them in payroll and tell you the effect on net pay before you agree.
Housing
Rent paid or reimbursed by the employer is common in relocation packages. It can be one of the most valuable items for the employee, especially in the first year in a city like Milan. Its tax treatment depends on the structure, so put it in writing and let us set it up.
Fringe benefits
In 2026, fringe benefits such as gift cards, utility bills and fuel are tax-free up to €1,000 a year, or €2,000 for employees with dependent children. For a family that has just arrived, help with utility bills under this rule is simple and appreciated.
Meal vouchers
Meal vouchers (buoni pasto) are exempt from tax and contributions up to €10 a day if electronic, €4 if paper. For a full-time employee they add up to a meaningful tax-free sum over a year.
Supplementary health and pension
- Contributions to supplementary health funds are exempt up to €3,615.20 a year.
- Employer contributions to a supplementary pension fund are tax-efficient.
Productivity bonus
If there is a company agreement, productivity bonuses up to €5,000 a year are taxed at a flat 1% in 2026 instead of normal rates.
Language and integration
An Italian course, help with school enrolment, an introduction to a local community: small costs that decide whether a family settles in.
What not to promise
- Spouse work rights before the family permit is confirmed.
- Tax outcomes on items that depend on structure.
- A fixed start date before the consulate step.
A sample structure, without numbers
- Before the move: visa and documents, flights, shipping.
- First month: temporary housing, settling-in allowance.
- First year: housing support, fringe benefits up to the limit, meal vouchers, language course.
- Ongoing: supplementary health and pension through the CCNL or company plan.
How it reaches the invoice
All of these items run through Italian payroll and appear on the monthly invoice to the company abroad, at cost, with the payslip summary. One-off items are invoiced in the month they occur.
Does it affect the Blue Card threshold?
No. The threshold is checked on gross salary. Benefits do not help reach it, and they do not count against it.
See the cost calculator for the salary side, and ask us to structure the package.
Practical questions
Can the company pay my school fees? It can. The tax treatment depends on structure; some education benefits can fall within company welfare plans. We check before setting it up.
Can benefits be paid in my home currency? Payroll is in euros. The company is invoiced in EUR or USD.
Is a company car common for relocated staff? Less than housing support. It is taxed on a flat share of a standard cost that depends on emissions.
What about a home trip every year? A paid flight home can be part of the package. Its tax treatment depends on how it is structured; agree it in writing and let us set it up in payroll.
Should the package be in the contract? Key items, yes, or in a signed relocation letter. It avoids misunderstandings and lets payroll treat each item correctly from the first month.
Can the company recover costs if I leave early? Some packages include repayment clauses for early departure. They must be agreed in writing and be reasonable; we can include them in the relocation letter.
