Reading an Italian Offer: RAL, Installments and the Blue Card Threshold
Last modified on November 5, 2026 • 5 min read • 998 wordsAn Italian offer letter usually leads with three letters: RAL, retribuzione annua lorda, the annual gross salary. For a professional moving on a Blue Card, the RAL is more than a number to negotiate. It is the figure the immigration desk compares with the salary threshold. Getting it right protects both your permit and your budget.
What the RAL includes
The RAL is the total gross salary for a year of full-time work, before the employee’s contributions and income tax are withheld. It includes:
- the base salary for your job level under the collective agreement (CCNL);
- any amount agreed above the minimum (superminimo);
- the 13th month and, where the CCNL provides it, the 14th month.
It does not include:
- the employer’s social contributions to INPS and INAIL;
- the TFR severance accrual (6.91% of pay, set aside every year);
- variable pay, bonuses and commissions not guaranteed in the contract;
- meal vouchers, fringe benefits and reimbursements.
Why it matters for the Blue Card
Article 27-quater requires a salary at least equal to the level of the applicable CCNL and to the average gross annual salary published by ISTAT. A secondary source reports the figure at about €36,300 a year; we will update this when we read the official notice.
In practice:
- Use gross, not net. A net figure quoted from your home country’s habits is not comparable.
- Use guaranteed pay. A target bonus does not help you reach the threshold.
- Use the annual figure. A monthly gross multiplied by twelve misses the 13th and 14th installments; a monthly figure multiplied by fourteen may overstate it if the CCNL pays only thirteen.
- Part-time counts pro rata. A part-time contract is measured on what it actually pays.
Installments
The RAL is paid in 13 installments, or 14 under some CCNLs such as Commerce and services. The 13th comes in December, the 14th in June or July. Some companies agree to spread them evenly over twelve months; the annual amount is the same.
For relocation this matters: your first months’ cash flow is lower than a twelve-installment salary suggests, just when deposits and furniture are due. Plan for it.
Comparing with an offer from home
The honest comparison is net with net, with the cost of living on top. Use the net pay calculator with your RAL and city. Then add what Italy includes that you may be paying for at home: public health care, pension contributions, a minimum of four weeks of paid leave, TFR at the end of the job.
From the employer’s side, the comparison is total cost with total cost. The employer adds about 30% in contributions, INAIL and TFR on top of the RAL. Our cost calculator shows the month-by-month figure, including our €250 monthly fee.
Negotiating with the threshold in mind
If your offer is close to the threshold, a small increase in guaranteed pay can move your case from the quota route to the Blue Card, which has no quota and a 30-day deadline for the work authorisation. Ask the company to consider it before filing, not after. Converting a planned bonus into guaranteed pay is one way to do it.
Raises later on
Once you are in Italy, raises go into a written amendment to the contract. A pay cut that took you below the threshold could expose the permit, so talk to us before any change of salary or role, especially in the first twelve months.
Summary
Ask for the RAL in euros, check what it includes, compare it with the threshold on guaranteed gross pay, and plan your first months’ cash flow around the installments. Send us the offer if you want a check.
Worth asking
Is the RAL the same as a “CTC” or “package”? No. A cost-to-company figure includes employer costs. The RAL is the employee’s gross salary only.
Can a signing bonus help reach the threshold? A one-off bonus is not guaranteed annual pay. Rely on the fixed salary.
Should I ask for the salary in euros? Yes. The Italian contract is in euros; the company can budget in its own currency, and our invoice can be in USD at the EUR reference rate.
What if my offer is exactly at the threshold? Leave a margin. CCNL renewals and ISTAT updates move the reference figures over time, and a renewal is checked against the rules in force at that moment.
Does overtime count? Overtime is variable and not guaranteed, so it does not help reach the threshold. Plan on fixed pay.
