Italy, Germany or the Netherlands? A Blue Card Comparison for Candidates

The EU Blue Card is one scheme with many versions. Every member state that applies it sets its own salary threshold and keeps its own employment law. For a candidate weighing offers, or a company deciding where to place someone, the differences are large. Here is a side-by-side for Italy, Germany and the Netherlands.

Salary thresholds for 2026

Country Standard threshold Reduced threshold
Italy ISTAT average gross annual salary and CCNL level; reported at about €36,300 a year (secondary source) -
Germany €50,700 a year €45,934.20 for shortage occupations and IT specialists without a degree
Netherlands €5,942 gross a month, excluding holiday pay €4,754 a month

Sources: IND for the Netherlands; The Local, citing the Federal Foreign Office, for Germany; art. 27-quater and a secondary source for Italy.

The practical consequence: a role paid above the Italian threshold but below the German reduced threshold qualifies in Italy and not in Germany. Early-career graduates, people in sectors with lower pay scales, and professionals from smaller companies often find Italy’s threshold within reach when the others are not.

Permanent residence

Germany is explicit about a fast track: a settlement permit after 27 months of Blue Card employment with basic German (A1), or 21 months with B1, according to the Berlin immigration service. For Italy and the Netherlands we have not yet verified the equivalent rules and do not quote them here.

Speed

Italy sets a 30-day legal deadline for the Blue Card work authorisation. For the other two countries, check the official timelines for your case.

Family

In Italy, a Blue Card holder can apply for family reunification whatever the length of the permit, with income and housing conditions. Family members get a permit of the same length.

Employment rules

Italy Germany Netherlands
Paid leave At least 4 weeks; CCNLs often add more - At least four times weekly hours
Extra pay 13th month mandatory, 14th under some CCNLs - 8% holiday allowance
Sick pay Shared INPS and employer under the CCNL - 70% for up to two years
Notice Set by the CCNL Statutory 4 weeks, longer for the employer with tenure -
Severance TFR, 6.91% of pay a year, paid at the end - -

Language

Italian offices work in Italian, German offices in German, Dutch offices often in English as well. In all three, learning the language changes daily life. In Germany it also shortens the path to settlement.

Cost of living

Hard to compare in a table: it depends on the city far more than on the country. Milan and Amsterdam are expensive; Turin, Bologna and Naples are generally cheaper than the German and Dutch hubs. Compare specific cities.

The employer question

In all three countries, you need an employer in the country. If the company that wants you has no entity in Italy, an Employer of Record solves it. That is what we do.

How to decide

If your salary clears all three thresholds, compare cities, languages and career markets. If it clears only Italy’s, the decision is made for you, and it is not a bad one. Check your case .

Answers in a line or two

Can I hold Blue Cards in two countries? You hold one at a time. Mobility rules let you move between member states.

Does Italy count time spent in Germany? EU rules allow some periods in other member states to count for long-term residence. We have not verified the Italian details for this article.

Which country is fastest? It depends on the consulate and the city. Italy’s 30-day legal deadline for the nulla osta is a useful anchor.

Which is best for a family? All three allow family reunification. Compare schools, housing and language support in the specific cities you are considering.

Can I start in Italy and move later? Yes. After twelve months as a Blue Card holder in Italy you can use EU mobility rules to move. See moving with a Blue Card .

Where do salaries go further? That depends far more on the city than the country. Use the net pay calculator for Italy and compare rents in the cities on your list.
