# Your Italian Pension as a Non-EU Professional: What You Build and When

> How INPS contributions work for people who move to Italy mid-career, the 2026 retirement rules, the contribution ceiling, and what happens if you leave.

When you become an Italian employee, a share of every payslip goes to INPS, the national social security institute. Most of it builds your state pension. If you moved mid-career and are not sure you will stay forever, it is fair to ask what that pension will be worth to you.

## What you pay and what your employer pays

- **You:** 9.19% of gross pay for most private-sector employees, plus 1% on the part above €56,224 a year.
- **Your employer:** around 30%, depending on sector, size and contract.

These contributions fund pensions, unemployment benefit, sickness and maternity pay, and family allowances. The pension share is the largest.

## The contribution ceiling

For people first insured from 1996 onwards, pension contributions stop above an annual earnings ceiling: €122,295 in 2026. That includes anyone who starts working in Italy now. On very high salaries, the part above the ceiling carries no pension contributions on either side.

## How the pension is calculated

For people who started after 1995, the Italian pension is calculated on the contributions actually paid over the career, revalued over time, and converted into a pension at retirement. Every year counts in proportion to what was paid.

## When you can retire

Under current rules:

- **old-age pension** from **67** with at least **20 years** of contributions;
- **early retirement** regardless of age after **42 years and 10 months** of contributions for men, one year less for women.

From 2027 both requirements rise by one month, and from 2028 by three months, according to the secondary source we used.

## If you stay a few years and leave

This is the real question for many relocated professionals. Three cases.

1. **You move to another EU country.** Contributions paid in EU countries can be coordinated: each country pays its share of the pension, and periods can count towards minimum requirements.
2. **You return to a country with a social security agreement with Italy.** Agreements may allow periods to be combined. Whether your country has one, and what it covers, needs checking.
3. **You return to a country without an agreement.** Your Italian contributions remain recorded with INPS and may give a pension at retirement age if the requirements are met. Rules for non-EU workers who leave Italy have specific provisions that we have not verified for this article.

Before you move, ask your home pension authority what applies.

## The TFR is separate

Your TFR severance, 6.91% of yearly pay set aside by the employer, is not a pension. It is paid when employment ends, or you can direct it to a supplementary pension fund. If you expect to leave Italy, keeping the TFR liquid is often simpler; if you stay, a pension fund can be tax-efficient. Ask us to explain the options before you choose.

## Supplementary pension funds

Many CCNLs include a sector pension fund with employer contributions if you join. Personal contributions to supplementary pension funds have tax advantages.

## What it means for your offer

When comparing an Italian offer with one at home, remember that part of what looks like a large gap between gross and net is your pension and social insurance. You are not losing it; you are saving it, under Italian rules.

## Your records

INPS keeps your contribution record online. Once you have the credentials, check it every year against your CU certificate.

## Loose ends

**Can I get my contributions refunded if I leave?** Do not assume a refund. Rules depend on agreements and specific provisions; check with INPS or an adviser.

**Do contributions count if I come back to Italy later?** Yes, your INPS record stays, and later periods add to it.

**Does the employer's share go to me?** It goes to INPS and counts toward your pension, sick pay and other benefits.

**Are contributions paid on the 13th month?** Yes. The 13th and 14th month carry contributions like normal salary.

**Does the TFR count toward the pension?** No. The TFR is severance, separate from the state pension, unless you send it to a supplementary pension fund.

**Can I check my future pension?** INPS offers online simulations once you have access to your record. Run one after your first year to see how your Italian contributions add up.
