Why Your Collective Agreement (CCNL) Matters for Your Permit
Last modified on November 5, 2026 • 5 min read • 981 wordsAlmost every employee in Italy works under a national collective agreement, a CCNL (contratto collettivo nazionale di lavoro). It is negotiated by unions and employers’ associations for a sector, and it sets most of the rules of your job. For a non-EU professional, it also plays a direct role in the permit.
What a CCNL sets
- Job levels and the minimum salary for each level;
- working hours and overtime rates;
- leave, including extra paid hours off (ROL) on top of the four statutory weeks;
- probation length;
- notice periods, by level and seniority;
- the number of installments, 13 or 14;
- sick pay top-ups, supplementary health funds and other benefits.
Your contract states which CCNL applies and your level. Individual terms can be better than the CCNL, never worse.
The CCNL and the Blue Card
Article 27-quater sets a double salary test for the Blue Card: the salary must be at least the level set by the national collective agreements, and at least the ISTAT average gross annual salary. Usually the second figure is the higher one for qualified roles, but the first still applies: an offer that reaches the ISTAT figure but sits below the CCNL minimum for your level is not acceptable.
That is why the level matters. A senior engineer placed at a junior level might pass the ISTAT test but be underpaid against the agreement, and the mismatch between qualification and level can raise questions in the file.
Which CCNL applies
It is not a free choice. It follows the sector of the employer’s activity and the type of work. Two common ones for professionals:
- Commerce and services (Terziario, Distribuzione e Servizi): offices, IT services, consulting, sales. 14 installments.
- Metalworking industry (Metalmeccanico): engineering, production, technical roles. 13 installments.
The employer’s social contribution rate and the injury insurance rate also depend on sector and role, so the CCNL affects the total cost too. Our cost calculator compares the two.
What to check in your contract
- CCNL name. Is it a national agreement signed by the main unions?
- Level. Does it match your qualification and role? Ask for the job description of the level.
- Minimum vs your salary. Your salary should be at or above the minimum for the level, and above the Blue Card threshold.
- Installments. 13 or 14?
- Probation and notice. How long, and how they apply to you.
- Extra benefits. Supplementary health fund, pension fund, meal vouchers.
When the CCNL changes
CCNLs are renewed periodically, usually with salary increases. The increases apply automatically. If your salary is right at the minimum, the renewal raises it; if you are above, the increase may be absorbed into your above-minimum pay, depending on your contract.
Why it is good news
For someone arriving in a new country, the CCNL is a safety net. Your minimum pay, hours and leave are not negotiated case by case; they are written down and apply to everyone at your level. Disputes are rare when everyone reads the same document.
Our part
As your Employer of Record we choose the CCNL from the job and the activity of the company employing you, explain the choice in the quote, and check the salary against both the CCNL and the Blue Card threshold before filing. Read more in the contract behind the permit .
Short answers to common doubts
Can I choose a CCNL with a lower cost? No. The CCNL follows the activity and the job. Picking one only for cost is a compliance risk.
Do I need to join a union? No. The CCNL applies whether you are a member or not.
Where can I read my CCNL? CCNL texts are published by the signing parties and collected by public bodies. We send you the relevant chapters with your contract.
Is the CCNL in English? The official text is in Italian. We summarise the parts that matter to you in English, and the contract itself is bilingual.
What if the company abroad has its own handbook? Company policies can add to the CCNL, never reduce it. A generous global leave policy can apply on top of the Italian minimum, for example. We check any handbook against the CCNL before you start.
Does the CCNL decide my job title? It decides your level and its description. Your job title in the company can be different; what matters for the permit is that role, level and qualification are consistent.
