Blue Card or Quota Permit? Choosing the Right Italian Work Visa in 2026

Italy has 43,300 non-seasonal quota places for 2026, but qualified professionals can skip the quota entirely. How to tell which route fits your profile.
Blue Card or Quota Permit? Choosing the Right Italian Work Visa in 2026

Ask ten people how to get an Italian work visa and at least half will tell you about the “click day”, the morning when quota applications open and employers race to file. For many professionals that is the wrong mental model. The quota system is real, but a large share of the people we work with never touch it, because they qualify for the EU Blue Card.

This article explains both routes and how to choose.

The quota route in 2026

Ordinary work permits for non-EU nationals sit inside annual entry quotas set by the Decreto Flussi. The current framework is the DPCM of 2 October 2025, which plans entries for 2026, 2027 and 2028.

For 2026 the non-seasonal quota is 43,300 entries, split as follows, according to a secondary source we have not yet checked against the decree text:

  • 25,000 for nationals of the countries listed in article 6, paragraph 2, letter a;
  • 18,000 for nationals of countries with cooperation agreements with Italy;
  • 300 for stateless persons and refugees.

Three things follow. Your nationality decides which pool you draw from, so check it before anything else. The places are shared by every employer in Italy, so applications must be ready before the window opens. And a candidate whose country is in neither group may have no realistic quota route at all.

The Blue Card route

The Blue Card sits outside the quota. There is no click day, and the immigration desk has a legal 30-day deadline to issue the work authorisation or refuse it.

In exchange, it asks more of the candidate and the job:

  • Qualification: a degree of at least three years, a regulated profession with recognition, five years of qualified experience, or for ICT roles three years of experience in the last seven.
  • Contract: at least six months.
  • Salary: at least the CCNL level for the role and at least the ISTAT average gross annual salary, reported at about €36,300.

A quick decision table

Your situation Likely route
Graduate, salary above the threshold, contract of 6 months or more Blue Card
ICT specialist without a degree, 3+ years of recent experience, salary above the threshold Blue Card
Technician with 5+ years of qualified experience, salary above the threshold Blue Card, if the experience can be documented
Salary below the threshold Quota permit
Contract shorter than 6 months Quota permit, or a different structure

Why salary is usually the deciding factor

Most of the professionals who write to us have the qualification. What decides the route is the gross salary the employer is willing to pay in Italy. Two warnings here.

First, the threshold is checked on gross annual salary (the Italian RAL), not on net pay and not on the employer’s total cost. Employer contributions, TFR and benefits do not count towards it.

Second, the salary must be the one actually paid. If the permit is granted at a certain salary and payroll later pays less, the permit is exposed. With an Employer of Record, the same team files the permit and runs payroll, so the two numbers cannot drift apart.

Both routes need an Italian employer

Neither route works without an employer in Italy. A foreign company can open an Italian entity, but that adds months before the permit even starts. An Employer of Record files the application, signs the stay contract and employs you from day one, while your company abroad sets the work.

What to do this week

  1. Write down your qualification and years of relevant experience.
  2. Ask the employer for a gross annual salary in euros.
  3. Compare it with the Blue Card conditions .
  4. If it falls short, check your nationality against the quota groups .
  5. Send us the details : we reply with the route and the cost within one business day.

What people ask us next

Can I switch from a quota permit to a Blue Card later? If your salary and qualification later meet the conditions, a new application on the Blue Card basis is possible. Ask us when your situation changes.

Does the quota apply to my family? Family reunification follows its own rules under article 29 and is not part of the work quota.

Is the click day still a thing? Quota applications open in set windows defined by the decree. We prepare the file in advance so it can be filed as soon as the window opens.

What if both routes fail? Sometimes the honest answer is that the role needs restructuring: a longer contract, a higher guaranteed salary, or a candidate who already holds the right to work in Italy. We would rather tell you early than file a weak case.
